Stop wconsd via a network command

Description
Since I expect that this will be very useful for remote support situations, the network command line should allow you to request that the software be stopped. This should work for both the service mode and the console-application mode.
One possible addition to this idea is to allow the service to be installed or removed - possibly copying the file to a safer location if we are installing the service.
There obviously should be some security around these possibilities
