Rework the Win32 services integration program.
This can now be driven using the "sc" program, and is tested on Windows Server 2008 (its expected to work on 2003 as well). PCP_DIR and the type of service (pcp/pmproxy/pmie) are passed in on the initial command line when the service is started.
