pcp

Integrate the perl-PCP build and RPM packaging. This creates
RPM packages named perl-PCP-PMDA, perl-PCP-MMV, perl-PCP-LogSummary
with the same version as the base pcp package. Each perl package
install requires pcp >= version, i.e. you can upgrade pcp without
upgrading the perl packages. Future PCP ABI changes may need this
to be tweaked.

Also bump to v3.0.0-6, update CHANGELOG and tweak git ignore.

TODO: (a) the perl-PCP-LogSummary package is "noarch" and currently
empty - it's an issue with MakeMaker that has not yet been
resolved.
(b) nuke cpanflute everywhere it's used (currently benign).
