Fix fallout from recent pmda.h const'ifying changes
Recent (28 Jan!) changes to pmda.h to add const qualifiers to some of
the pmdaTree routines also changed a couple of the pmdaInterface routine
prototypes.
These changes clean up some compilation warnings that appeared after` the
earlier changes.
