Merge SGI PCP-2.7.7-1 code into development branch.

Numerous conflicts resolved. Renumbered several PMIDs
in the Linux PMDA, and particularly tricky was the new
project quota code, which overlapped with the rework on
the filesystem instance domain to using pmdacache.
