Further cleanup of the libexec changes for PCP_BINADM_DIR.
Simplified the configure logic further by removing the 32/64 special
casing, and handing those more complex decisions to the rpm specfile
since its specific to those distros. Also use libexecdir not sbindir
in the initial test.
