rc_pcp - insserv(1) changes

Changes to the insserv(1) control section

• move Required-Start list to Should-Start (modules may be optional)
• move Required-Stop list to Should-Stop
• add empty Required-Start: and Required-Stop: clauses
• add $local_fs and $time to the Should-Start list
• add $local_fs to the Should-Stop list

This should allow the pcp "rc" script to work correctly on all of
the Debian (and Debian-based) and SuSE distributions.
